The cost per click is depend on how much the advertiser pay/bid. Arabic site have low CPC ($0.40 consider good for non-english site) because no advertiser pay high cost for advertiser it. So, to get earn more, you need to get more traffic and click, or get an advertiser to pay more on adwords

forum websites has a very low CTR..and as most forum owners say's, it does not earn good money with adsense..first thing you could do is try to experiment with your ads placement and see if the earnings increase..
