Can I pay .25 on paypal to someone? So far they have taken out .30 every time I make or receive a payment. Is it different when you are paying less than 30 cents?

Yes you can pay .25 on paypal to someone. There is no charge for sending money from paypal. Charge for receive and withdrawal only. And charge is not fixed but it is calculated based on total receiving amount. See paypal fees calculation here. ppcalc.com

If you send someone .25 then he'll get 0.00 and if you send .50 then he'll get 0.18 ;)
