Culture is an extremely important factor. Britain per capita has more violent crime (without guns), than New Hampshire which loves guns....you can wear them on your hip.

What separates so-called successes e.g Britain, vs real success like NH (who is statistically rated as probably one of the best places in America...not weather wise, though).
