1. Yes, PR means PageRank, the Google term, not the search position ranking though

Submitting your sites to large engines, like those, is a bit pointless. As soon as someone links to your sites they'll more than likely get indexed within a day or two if your content is good enough (not spammy).

Backlinks is the name of a link that another person is giving you. For instance, if I liked to Neopets, then I'd be giving them a backlink. The more backlinks you can get, the better you'll be ranked.

You can buy links on other sites if this is what you are asking. Or you can sell links on your site if there are people interested in buying.
