I see a lot of negative review about VCOMMISION in another thread in dp, you would want get more info about it about opening another adsense account, you could sure with another name, another address and another website, but why you want risk your time again, if your activity can get ban once and it can get ban again, so utilize your time wise way, instead of joining a network which does not require your traffic
