I'ts much better to make a contest to the forum.. $100 for the 1st who rich 1000posts in 1 month hehee..

 

hiring posters is probably your best bet. A contest would be good (as long as you advertiste the contest enough). General advertising is useful too.

You could invest some of the money on getting a vbulletin forum.

It would look much better.

After that I guess I would start paying some people to post some interesting subjects to try and make the forum active.

I have a means to generate huge amounts of targeted traffic.
