    eBay's good. They have that reputation system, so it's very easy to find a decent seller. Unless you get greedy and would rather save a few bucks by buying from "some guy on a forum"; in that case you had it coming.

    In this case chargeback will be against PayPal, NOT against the scammer. As far I know, your PayPal account gets closed if you do a chargeback against PayPal from your cc company. Please correct me if I'm wrong.

    Do you mean you have filled chargeback form? Filling chargeback form and MAKING chargeback are different (if you made a chargeback, it means you GOT your money).

    a lot of this scammers in europe too - especially on ebay. so i doubt ebay is THE safe place...

    I'm sure there are scammers on ebay but don't have a good feedback score. That's how you can tell them apart from the honest sellers.

    If you used a Credit Card, just charge it back through the bank. You may also want to make a police report at your local Embassy to have the persons local authorities alarmed about the situation.

    i got purchased once two bottles of perfumes. one i paid using ebay and i got it. the other one i paid using paypal, he promised to cut down fees. he didn't submit it at all.

    A simply dispute solved the case. if that seller didn't reply at all, then you'v won the case 100%.

    if u went into a debate with him, then he must prove he submitted it actually. If no tracking number, then your in a good shape.

    also as all other members mentioned try to give proof about emails and what you'v agreed on. Be realistic don't make him the 100% evil guy. say how smoothly things went untill he scammed you.

    Remember MAKE IT SHORT! use good english words and avoid personal insults or personal emotions towards that guy. in the end make your complains more professional even if they are weak.
