    Just like in  hope2life's case, my blog's domain is just over 1 month old and it has pr3. So it really just depends on when the update is and how good your links are. My question is, are updates random or do they happen like once every three months?

    pr update is done by google mostly 2-4 times a year. Its not fixed.

    How does pr relate to where the site appears on google? I ask because I know of sites with pr of 2 and 1, that list higher than a site with a pr of 3.

    I working couple of site concurrently about 45 days, from 0 PR to PR3, all navigation also got PR1-2. It really depend on the Google PR update cycle.

    If the SERP is getting better, sooner or later the PR will improve.
