It sounds to be a scam... DO NOT click on any links given in the email. Instead, manually logon to PayPal (by typing its URL) and then add / edit details of credit card. Even before that, write to PayPal informing them that you have received such an email and ask them to confirm. Once they confirm, logon to PayPal and add card details...
