Q) Do the search engines penalize for frequent pinging? How much is frequent? every post...twice a week? In general isn't pinging something which is severely abused by spammers?
I was under the impression that you really only need to ping http://rpc.pingomatic.com/, as it pings many others in turn
You just put the ping list in the appropriate setting in your blog. Search engines have nothing to do with pinging. The pinging servers, though, might penalize it, each might have different rules.
I use http://rpc.pingomatic.com/ and a few others and Smart Update Pinger - this only pings new posts, not edited ones so not pinging all the time. Edit: Sorry, to answer question: Log into admin and go to Options>Writing and copy and paste list to the very bottom in Update Services box. If you use the above plugin, it has its own options menu and updates both spots. Remember, the more pinging services you have the longer it will take for each post to post. Don't be surprised if it takes a few extra seconds to go through that list each time.
If you use wordpress the pinglist can be added at Options->Writing and copy and paste the list into "Update Services" I would use indeed smartpinger to make sure you only ping on new posts and not on edits of previous posts. Pinging is not the same as spamming..it's informing other sites that you have new and fresh content. The more know you have something to spider the better.
It's a list of services. By entering your blog name, url and xml url and then hitting a "send pings" button you let those services know about your blog has been updated. They crawl your site, publish your content that increases your blog's popularity.
also u can use it in your blog publishing software(client) and it won't penalize as it's meant for keeping updated....
