Ulquiorra is correct, it's depends on your registrar. In my experience, I need to login to my domain account control panel and change the information to the next owner. Payment need to be made first before the change. Payment can be made by paypal.
paypal can be your mediator if your seller scam you, you can claim issue in resolution center before 40 days.
Ask him to sign a contract. If he's outside of your country, then this won't matter and you should really consider a broker..
You should use an Escrow service like Escrow.com or Moniker Escrow. You will probably need to pay the escrow fees as a buyer but this way both buyer & seller are protected from possible fraud. DON'T use Paypal.
