How can I send him the money and get the domain name in a secure fashion?

I wish not to use brokers as they take like 10% or so. If it's the only way please suggest one

Depends on your registrar. Some registrars charge a transferring fee, so you'll have to think about that too.

Ulquiorra is correct, it's depends on your registrar.

    In my experience,

I need to login to my domain account control panel and change the information to the next owner.
Payment need to be made first before the change.

Payment can be made by paypal.

Ask him to sign a contract. If he's outside of your country, then this won't matter and you should really consider a broker..

most brokerage companies not charge the buyer ( 10% ) so use sedo or afternic to get the domain.

You should use an Escrow service like Escrow.com or Moniker Escrow. You will probably need to pay the escrow fees as a buyer but this way both buyer & seller are protected from possible fraud. DON'T use Paypal.
