I don't have the Trackback capacity in my posts? WP

    At my blog I do not have the "trackback" capacity within the blog post. Any ideas on how to change this? I like the way my friend has her blog set up but I haven't been able to reach her yet.
    Her's says:

    "This entry is filed under Public Records, Criminal, States, California. You can follow any responses to this entry through the RSS 2.0 feed. You can leave a response, or trackback from your own site."

    Is this a plug-in? Thanks.
