    as i new to WordPress ,i dont find plug in manager in administrator panel or appearance part ..what should i do ? wordpress version is 3.0

    If you use wordpress.com free blog, you can't add plugin.

    If you use selfhosted wordpress (you have downloaded from wordpress.org and installed in your webserver) then there must be wrong with the files, if its new installation, install again.
