    well after your third attempt just mail the google adsense support and ask them to give u alternative way of removing the hold i-e by sending them either any government issued id card, or your bank statement and they ll remove the hold
    but first mail them or ask them to confirm via phone

    No Problems with that at all. I had applied for it thrice, and never received. But once i contacted their customer care, the PIN was activated within 2 days time. So, contact the Google Guys now!
