I cant make adsense.. why?

    Hi there,
    I would like to start with adsense... so I had adsense maybe 5 years ago.. but when I make loggin to my old mail (I had adsense onto this mail) it make error:

    Sorry, but you do not have access to this service. To request access, please contact your administrator.


    What can I do???
    I have my billing information on my old mail and I cant make new adsense account with same billing information..

    Provide ever-so-slightly different billing information and register for a new account? Is the problem with your adsense or with your initial email address?

    IMHO banned no.. I dont know where is the problem - in email adress or adsense account.. how can I contact google?
