    What I would say is that they don't always like it if you already have an account. best thing to do is never use use the same account details and try and use a different IP address if you can.
    Also dont use the same name and address as previos accounts.

    I think you can't create another coz you might have used the same phone number or perhaps you have static IP and Google has detected it ...Anyway what problems do you get when creating another gmail account?

    reset yur ip or get a proxy, or just don't use gmail unless you are signing up for it because you need another gmail service

    I think the problem is the verification, you need to have different phone number to verify your new account.

    May be he is facing to create multiple account at a time from one IP. Google block your IP from creating more email address if you are trying to make email after email.

    This is because you might have created multiple accounts from your IP. You need to give phone verification for that

    I think you have multiple accounts in gmail that is why you are facing the problem make the account with different name or user or use another number may be google has detected your previous number and that is why you are facing the problem in verification code,write your problem in details which problem you are facing.
