    Here is the issue:

I tried to login to my webmail(from my cpanel) and I forgot the password( at least this is what I thought) and could not log in. After several attempts I got an error telling me :

Then I went to a friend of mine and the site worked fine....you can check webishqiptar.com..........ater trying to login there to my webmail..the same thing happended and the ip was blocked..so he either could not view my website....

Any help how I could resolve this issue??

Contact your hosting provider and give them your IP address. It's probably being blocked on the server side. Only they can remove it for you.

Not if the hosting provider has your IP blocked on their server.

Υοu can't find your current password. But you can set a new one.
You said you are using cPanel, it is easy to set a new password for your mail account there. Just click the icon "Mail accounts".

Most cPanel server admins have installed a brute force detection tool (BFD) and after multiple failed login attempts to SSH, FTP or mail, the server blocks your IP address.
This is why you have been blocked.

Unless you are using a static IP Internet connection, simply disconnect and reconnect to the Internet and you should get a new IP address, allowing you to access your server normally.

try clearing your browser cache and
do DNS flush (I doubt it'll help but worth a try).

Did your hosting provider not help?
