    Try avast.com home edition.

I had this problem awhile ago. Some malware process that wouldn't allow the pc to shut down.

Download the home edition, run the scan and see how many problems it picks up.

Maybe some programme is not responding or something ... run msconfig , disable all startup items (startup tab - uncheck all) , save & close . Restart.

And then see if your pc shutshow normally .

use malwarebytes if you think you are infected with virus/malware. It's a free software

just google for those 2 - malwarebytes and superantispyware. After that install avast antivirus home edition, update and schedule the boot scan. Your machine will be like new. Just make sure that you don't remove any infection with userinit or wsaupdater in the name as you won't be able to get in the windows again.
Disable system restore - trojans use it ;)

Try to kill a vital process like Isaas.exe or System.exe . See if it shuts down.
    Or try Ubuntu :)

It might have nothing to do with your antivirus, but just to be safe, try malwarebytes, you can google it. I tried this malwarebytes and I can say is very good. Highly recommended.

just kill each and every process through the task manager (ctrl+alt+del) and figure out which one is the defective file and replace it. but still if you have troubles format it.
