    Is there a reason for that? It should be there I think (unless it is a forum for announcing new super duper link directories - I have used it for the first time to ask something about Alexa so I don't really know).

    The use of best answer is set on a per forum basis... originally it was because people were using it to promote crappy sale threads in Buy/Sell/Trade... but I'll probably go back and review which sections can use it. Might make sense to open it up a bit more.
