if you know complex web design, then best way to promote will be freelancers site like guru or getafreelancers.com. Join any one of them and start bidding for projects and you can win good money.

 

You seem to know yourself what is wrong with the site, as any ideas (which you asked for) that get suggested are answered with a short sharp rebuttal.

It sounds to me like you know everything else is not good enough, like freelancing etc.... even though there are people who actually do offer their services, both online and offline.

If you build a portfolio and a good reputation you will have no problem in obtaining web-design projects.

You just need to have the correct mindset. Take your negative experiences and learn from them and turn them into positive results.
