    Start a conversation with the seller and make the arrangements. Recognize the fact that this is an international marketplace. Generally when each of us is up and active, there are people in other parts of the world who are sleeping.

    These things should be arranged BEFORE the purchase. Buying a site that still needs to be transferred is like saying "Here's my money, I don't need the site". I hope I am wrong.

    Contact the seller. Maybe he/she will give you access to this other they get the money. Now cross your fingers and wait for the reply from the seller. Hope you'll get access.

    It looks like the Seller wanted to be paid with Paypal? If so, and you do not hear from him quickly, I would think about disputing the sale with Paypal and asking for your money back from them since the domain was never delivered.

    You should always use escrow services when buying a website, app or domain. The buyer's cash goes into a secure bank account temporarily until the seller provides service and then once complete, the buyer releases the funds. Escrow protects both sellers and buyers (for a fee of course, but well worth it in my opinion).
