After a domain is deleted it loses a pagerank (temporary)
once regged it gains the pr back :)

Google itself is a registrar, it may renew the domain whois, the pr and indexed pages.

It is possible that since the domain name not been used for some time, Google would have reindexed and recrawled during that time and the domain PR rating falls. PR are not constant and can go up or down over time.

I just did a Whois and it shows that the domain was created on 21 Aug 2007. It probably means that it is treated as brand new thus the PR ratings and indexes are gone.

No not true. I have bought several PR domains. About 10 - 12. And about only 2 have dropped to 0 because they were a fake one. I learned how to check before buying since than. But the ones I have bought never dropped, even temporarily.

And I would have to agree with what bobchrist wrote:

In addition to this, after building and adding content to the site/domain with PR. Than start submitting it to SE's like at http://www.freewebsubmission.com/ - free :D

Also if I do remember correctly, your domain with PR will not always be listed. Other than on sites that listed it as a dropped and or expired domain with PR. Or on websites that link to it, if there are any visible backlinks. I had 2 that had backlinks still in Google. So it does not always mean its banned. Just get something on it and/or start submitting to SE's. You may also carry it in your DP sig now to help with some backlinkage as well.

But for it to be the 1st indexed page with the domain and not cached. Than build it and submit it. It usually takes less than a week. About 2 - 5 days from my experience.

Your directory in your signature drops a malware from the iframe in it , it will be marked as "this site can damage your computer" on the search results on google and I hope you did not put that willingly cause that exploits cause a lot of work for us.
