Yes, on a couple of specific pages. When I look at the text on the page, I can think of all kinds of things that ads could be running for. But, I guess adwords thinks the opposite! There are about twenty more replies on the subject, maybe this will help. My adsence commercial ads have tuned in to Public Service ads. My pages are usually focused on a single topic of series of related topics, so usually relevant ads are up and running within 24 hours. Maybe you could try cut down on many non related keywords on pages, that should help.
Rarely, mostly when the page new, once it's crawled all is well. Are you using google ad section tags to help the bot id the right content?

it happen to new blog / website which do not have good density of keyword. Most of the old blog / website wouldnt happen this
weird i'm seeing PSA's on just the index page of http://www.smokinghelper.com but as soon as you click on a link to any article google ads are shown as normal... maybe google are doing something strange :-/

Yeah their showing on my PG13 style site, not doing well at all. I am most likely going to remove them and do something else with the space.
It happens only when your content does not have enough keywords. Try to use keywords in your contents for at least 10 times, then you will see the results.
Work harder on your content, better keywords, proper inter page linking and some basic link building.
