I am new need sum help

I am new here so I need sum help (I know how to spell some). First, I want to know why can't i post a topic that is not inside a category. Then gimme some other stuff.

 

I don't think newbies can post topics??? Until they have reached a certain post count.

You need to be active in replying to posts first or build some number of posts first before you can start a thread.
