What are you going to blog about? Do you have a WP theme? You can get Free WP themes here on DP in the freebie section or just do a google search for wordpress themes. If you want a custom word press theme, there are many designers who would be able to code you a theme for a reasonable price. I would suggest writing a unique article on whatver your blog is about each day, or at least 3-4 times a week. Are you going to use adsense in your blog? i would recommend it. I am sure you already have hosting, what about a domain? Most hosting providers provide a program called fantastico where it automatically installs the wordpress on your domain. From there, once you get your WP theme, you would FTP your theme to the content foler/themes Then login to you wordpress and go to design. Click on the theme you just FTP'd

Make sure the domain name was words in it that people search for (keywords). Put in original, handwritten content and try to get to your site from other sites with similar topics

Stick with the .com - come up with a theme, something you are passionate about and just write about it, ok your english isn't perfect, so what, just find a subject matter you really enjoy and go with the flow upon where it leads you. Don't use hyphens in your domain if you can help it, think of something catchy, easy to recall and remember. As the poster above said, try using keywords if you can, as this will naturally attract more traffic in your subject area of choice. What would you like your blog to be about, is as good a starter as any, then take it from there. In time, with content being added which is unique and interesting to your regular readers you can think of more ways to help them enjoy your blog through incentives etc, which can also lead to monetization of your blog space. If you are targeting to your local readers, use local webhost. For international, there is plenty of webhosting company that you can use. Godaddy is one of the famous and my favorite. There is a thread in DP about godaddy coupon that you can use and save some of your money buying from them. for domain name, use your creativity to come out with a good and catchy name for your blog.
