    use AgileBill and implement the gateways.
    Then integrate your HTML template and done.
    No need of custom coding really.

    Yeh, it sounds like you may want something like amember pro which does all that, and cost less than a experienced developer to create it.

    i would really suggest using an ecommerce gateway, a bought solution, instead of getting a custom one built, you should get one and just customize it a bit IMO
