(Please don't suggest me list of directorycritic and directoryrate or such a list like them. I know them )

Alexa less than 100,000 @ $5 or less is a hard find IMO.

You can check paiddirectorylist.com for list of paid directories and they include alexa rank and price too. You might be able to find a couple of them there.

 

Please consider http://www.bulk-directory.info has PR3 but costs $6 for regular links. In the moment it has only a few links but is a powerful directory.
