I think wwws.org has a paranormal category, though someone had submitted a paranormal site not long ago..was it you? It was approve if that was your site.

This is not a standard directory (ie. not 'powered by phpLD'), but it does accept ghost stories, and gets over one million uniques per week (maybe even over one million unique visitors per day, but I don't want to be mistaken)
