When you have gotten a keyword to target for your blog, most especially one that has high monthly global searche volume at Google Adword Keywrod Tool but low websites competing for the keyword when taken to Google.com (probably thousands and not million), then be using such keyword for your blogs. But to overtake your competing sites, do "your keyword" at Google.com, then check for the number back-links and page rank (PR) possessed by the sites at the first three positions, then find a way of having more back-links (probably by buying) than those sites (most especially those with PR<4), you will instantly over take or rise above those sites with that keyword you are targeting for your blog and which at the same time will give your blog a lot of traffic.
I am not sure what you are expecting your partner to do besides promote your blog. I would say that you start out by putting the blog link in your signature and go from there. Even though there are many different methods of marketing to use, it is always best to do it yourself. I am also not sure of your limitations or knowledge. But, if your looking for a writer head on over to the BST forum and you will find a bunch of writers who are pretty decent and affordable also. Your offering monthly payment and revenue share to your partner, how much of a monthly payment are you offering. Also the revenue I am assuming is quite low right now because your blog is new. So, this will take time to build up and make it worth while for your business partner.
