Hey, Most people would pay you on a freelance basis. You should consider posting your ad on craigslist, and you may see some results.
I will basically take over the marketing position of your company, well thats how I like to put it. I will get adspace on other sites, advertise on blogs, forums, to people I know, hell ill even put posters up around town ill do anything to market your site.

Yes I have a lot of experience doing link exchanges that is one of the things I focus on when I do my work. Most of the time I don't do site-site exchanges I do a three way exchange were I will link to them and they will link to you. (Me-->Them-->You) so you don't have to make your site messy with a ton of links.
