Well, first thing to check is of course that the seller's email-address is correct - it has to match the email address provided in the account used with Paypal, or else it will fail (ie. the same email that is registered on the API-key you're using). I'm assuming you are the seller here (ie, this is a test-case) - hence you need to double check the error reported.
