I am getting Adsense approval for $30

    30$ is not a small amount. Instead of 30$ you can buy a dot com site and start posting some thing in it and apply for adsense. You can go for free hosting and getting a dot com domain might be at the most 8.99$ for one year(of course it depends on the name).. Start some posting there and then apply for adsense, But make sure that you provide unique content. Then you can get an account..
    so at the max it would cost you 10$ thats it..

    I have sent requests 30 times for google adsense account and every time I have been unapproved. It seem the offer is good for $30.

    That's right.Even if you get an approved account, it would be under significant risk because of your site (which is not being accepted by Google).
