This auction is for the clone of my profitable file hosting website. The winner will get complete solution including premium file-hosting related com domain. My file hosting website is currently making over $3,000 per month with almost no work and little traffic. The winner will get my marketing strategy and detailed description of my idea. Is this "legit" methods or something that is against the TOS of the affiliate? Is spam involved?

It is legit, not again sponsor's TOS. Traffic is not generated by any SPAM method and completely free, just require about 1 hour a day. With the same method, you can also generate traffic for image hosting site or any other hosting site.
