    You should start by learning the HTML and CSS dont just use a web builder, they are very bad!!!!

    Ok... here goes.

    The majority of people who want to get into Web Design focus on the coding part first.
    I dont agree with this method.

    I would suggest you focus more on the DESIGN part first.
    You need to spend time developing an eye for what looks good and what doesnt.
    In most cases... if the website doesnt look good... it wont attract visitors.

    Take time to go through some of the webs best designed sites.
    Figure out what sets the apart and makes them unique.
    Much like fashion... find out whats hot and whats not.
    What looks good now... may be history a year from now.
    So keep up with the design trends as much as you can.

    Get some good design magazines for inspiration like HOW Design and STEP Inside Design.

    Try mimicking the layouts you see in Photoshop or whatever graphics program you have.
    Thats how I learned most of my techniques.
    Find out which types of sites you're best at designing.
    Corporate Sites, Entertainment Sites, Educational Sites, Social Networks, etc.

    Once you've got the design down... THEN you can move on to coding.

    Just find stuff you would like in a website and mess around with it until you figure it out. Alot of web design is trial and error. Also it helps to look around threads on forums and see what problems kids may have so you don't make them.

    How much time it will take to learn the web design ? It depend on your efforts. I suggest you begin with wordpress and hacking the wordpress.

    Lots of folks on here have thrown out some excellent choices and I'm basically going to second a few of them. W3C Schools is a great resource for anyone just starting out. No videos or anything with their tutorials, but a ton of very good information. I also really like CSS Zen Garden for showing off the power of CSS and accessing other peoples great work, but it isn't a great place to learn unless you learn really well by example.

    I use Notepad for everything I do, so that is the editor I will advise you to use to start with :) (someone out there may have just had a heart attack) If you don't think a plain text editor will work well for you then I would recommend Dreamweaver as the best choice.
