Geotarget simply means showing your ads to people who live in a certain area. This can be the whole world, a country, state/province, even a city or a neighborhood. Note that the smaller the target, the less accurate it is. All PPC services allow you to geotarget but the resolution of that targeting will vary. Most allow down to a city. Google Adwords even allows you to custom define your target, say a certain radius around a point or even define the boundaries yourself. I strongly suggest you learn all you can before starting a PPC campaign. There's lots of things to consider. You don't want to waste time and money on a poorly thought out and planned campaign.
