what does "Topical Community" mean? what does "topical"? is it about "a specific talk" mean? more,what does "Link Popularity of Site in Topical Community" mean?
Topical means 'of current interest' - it could be a site with news articles or political discussion - something like that which is evolving all of the time. I suppose that a topical community is a group of people who talk about matters of current interest.
