Hyperlinking - jumping from one section to the next??

I'm using a WYSIWYG html editor to create my website and I need help with the hyperlinking on my website.

Can someone show me how to make my website jump from one section to the next?

For example, on Matt Bacak's website http://www.milliondollarinfoempire.com (This is not my website, nor affiliate link, Nor is this an attempt at spamming - - I'm just using it as an example) if you click "Frequently Asked Questions" it pushes his page up and goes directly to the 1st question, "What's Going On?" If you click "Rave Reviews" it pushes his page up and goes directly to the bottom of the page where he has his testimonies.

I've been trying to do it for the last 3 hours, without success. Can someone share their expertise please?
