PayPal debit card is Mastercard, correct? If so, yes, it's possible to use that anywhere Mastercard is accepted. I know this because I have a Mastercard debit card from my local credit union and have used it to make lots of purchases online. As to the first question, I'm not sure.
it is a credit card but only uses money from your existing paypal balance, so if you have no money in your account then you will have no credit on your card
The PayPal debit card is tied to your PayPal balance, just as a bank debit card would be tied to your checking or savings account. The PayPal Credit Card is a conventional credit card that allows you to carry a balance and make monthly payments. I don't know if either is available outside of the US, but they're both free (ie. no annual fee or anything). The debit card rebates 1.5% to my balance when I use it as a credit card, and there are other benefits for the credit card (I don't have one and I can't remember what they offer).
I have a paypal debit card and have used it for adwords - you can use it anywhere a credit card is accepted ad long as you have the money in your paypal account, it doesn't cost anything, fill out the info on paypal and if approved you'll get it in about 2 weeks.

There's also another credit line for PayPal users in the United States called PayPal Buyers Credit. It's a credit line tied to your PayPal account for online purchases or it can be tied to your debit account. I was approved for $300 instantly and use it as backup funding for my PayPal Visa Debit card. Best of luck!
