Its all done by bots , like stephen said. These bots are programmed to detect websites breaking their policy , so just watch yourself Tom
But, end of every month all estimated earning is sent for review? what review is this? is it human review? so does it mean, they will check all the earning and if its above some specific earning then they will manually check everything about that and so on? Thanks for reply.
Human reviews are random and/or upon user complain. But not every sites are checked and some violating adsense's TOS can take many months before they are acted upon by adsense.
There are also some theories that Google conducts manual reviews upon certain statistical measures. Things like rapid growth in revenue, pages with ads, etc. There is also a belief that Google reviews all accounts that cross a $100 threshold.
I agree with katsneak and wwwSENSERELYcom i think they only manually review site randomly or when there is something suspicious.
if site earned very huge amount compared to last months , getting lot hell of traffic then they may make human review
