Correct me if I'm wrong, but the majority of people don't even follow the spec nor have they read it. I don't think the spec becoming official is going to cause a massive change in the way people are writing their markup, at least for a long time. It's a slow process... Why don't you try to get involved in the problem? You seem very passionate about it. You should get off these forums and start promoting proper practices to the masses.
