I second latro's comments. What is the site about? Is it just pure HTML or do you want a dynamic site?
I personally like freelayouts.com because they seem to give out the best free layouts from all over the web. I doubt anyone would code you your own layout for free though.
You can go for web site template selling sites or go for a web designer like me. Are you looking for a paid service or Free service....
