HTML not enabled?

    On my posts html does not convert over, and at the bottom of the page it says "HTML code is off" with nowhere to enable it. Do I need to be premium to post html?

    vBulletin (the software used to run this site) allows it, but it won't get turned on. I guess we could dig out the code that displays what is allowed and hide the html bit but most people aren't bothered by it.
