HTML Mailing List Solution?

    I need to create a mailing list, but it's quite hard to find HTML to create one, does such a solution exist?
    I'm aware of services like ConstantContact, but I don't want to pay $100/month. Does anyone know if there's a way for me to have an 'email input box' on my site, with the email addresses stored somewhere?
