    I want to know what is the fast procedure of developing commercial HTML layouts. I want to create many layouts. Please help.

    Extract

    creating layouts or themes in psd then slicing them , and converting into html is the best way to make a professional layout .

    shazin pretty much sums it up. also, remember, there's a lot of work that goes into troubleshooting bugs, so its not so much the trouble in making the template as it is making sure it works for others. especially users who are using IE
