If you know your stuff Notepad++ is the way to go, If you don't know much just do a WordPress page their SEO is amazing. Html seo is learnt over years of trial and error. Unless you do it full time I can guarantee your seo will never be as good as it can be so go with a program that can do it for you.

 

Notepad ++ is the best 1. but i think most of the people prefer Dreamweaver

 

I just fire up MS Frontpage 2.0.
It comes with Internet Explorer 4 so you can see what the web page will look like.

Make sure to get 2.0 so you can make Web 2.0 applications. You do not want to be behind the times !!!
