Is it possible/permissable to put <a href> tags in the description part of a text add in the network? So as to create links with different anchor text?

That's already built in as part of the network settings.

Just set up a new ad and it will ask you what anchor text you would like to use.

Sorry if I misunderstood what you were asking :)

I think he wants anchor text in both the description field as well as the title field where you put your anchor text.

    Sorry, wasn't clear:)

I'm just wondering if it's possible or if it would be considered an abuse. I've just signed up and I don't want to be overstepping the mark

No, you can't put your own HTML (especially not multiple links) in a single ad. :)
