Anyone know why this is? I don't own the servers, so is it the wait time until they update the servers at a certain time every day?

    My
New look is black at the top
Old look is blue at the top

    Anyone got any tips?

I had this problem a few weeks ago with my host. I contacted them and they told me my account had caching turned on to increase performance. They did this without telling me. Talk to them and if caching is on, have them remove it.

It depends the "expiry header" setting for your static file from server setting. If you are not able to change the server setting, one trick is to add "revision" on your CSS file.
For instance, if in html your css file location is something like:
    /css/your_css_file.css
    Try change it to:
    /css/your_css_file.css?v=1

Then the user browser will treat it as a new file without actually changing your css file name
