Well as long as you are fluent in English I can point you to dozens of web sites with great tutorials and information on coding and design. The only trick is that you yourself need to be able to read and comprehend the lessons and be dedicated enough to follow through on your studies. If you can't teach yourself, and really do need an instructor, then I'm afraid I can't help you.

Of course! You can start by looking at w3schools (http://www.w3schools.com/html/DEFAULT.asp) which have an astounding amount of information available, and it is all free.

w3schools will teach you just about everything you could possibly want to know regarding web development and programming.

After that you can always look at HTML.net (http://www.html.net/), About.com (http://webdesign.about.com/od/beginningtutorials/p/bl_begin.htm), How to build Websites (http://www.how-to-build-websites.com/) and one of my all time favorites Web Pages That Suck (http://www.webpagesthatsuck.com/)

After you get the ideas down for design and HTML/CSS you can start looking into programming, for which I recommend you start with PHP and MySQL. For those look at (http://devzone.zend.com/node/view/id/627) and (http://us.php.net/tut.php) and (http://www.php-mysql-tutorial.com/)

This should give you more than enough to start with and keep you busy for a long while to come.
