    But wait a minute.
    I have just applied for e-trade brokerage a/c on 5th of this month.
    I got the confirmation call from their Hong-Kong branch (for Asia their branch is situated at Hong-Kong) on 12th of this month.
    The officer on call told me that I would get my a/c no. & other details by email once my a/c got opened. Once I get my a/c no. I can call them to know my internet user id & password & after that I can transfer my fund to my e-trade a/c by any means.
    To get the debit card by default you need to deposit atleast $1000 to your e-trade a/c. but if you deposit even $2 to your e-trade a/c after opening it you will get the debit card by mail within 25-30 days of your first deposit to e-trade. Now depositing the money to your e-trade a/c is somewhat tricky. In my case I already have one PayPal a/c so I am going to deposit my fund from that PayPal to my e-trade a/c.

    You can transfer your fund from any PayPal a/c to your e-trade a/c since it behaves like a US checking a/c. Once you get your debit card & bank a/c details you can use both of them to verify your US PayPal a/c. (US PayPal a/c needs both CC or DC & US checking a/c to verify). In my opinion you should not try to verify your Indian PayPal a/c with that DC issued by the e-trade. It may produce conflicts in your data. Your PP a/c will be Indian & your DC will be from US bank so they may limit the access of your a/c & ask to show some proof for them.

    Even xoom verifies your CC/DC details before initiating the payment process.
    So you should do the following,

    01.Get one CC from any Indian bank, use it to verify your Indian PayPal a/c.
    (You can also use your friend's or relative's CC to verify it if you don't have one )
    02.Get an e-trade a/c
    03.Deposit some fund from your Indian verified PayPal a/c to your e-trade a/c by bank transfer option.
    04.By doing your first deposit, you will be eligible to apply for an e-trade DC.
    05.Once you get your e-trade DC, use your e-trade bank information & DC to get US verified PayPal a/c
    That's it.

    even if we don't use the debit card any other place in world then what is the use?:)

    The benefits of having US verified PayPal are as follows,

    01.You will get all the special offers from US PayPal, like some cash back offers at festivals etc, etc.

    02.You can transfer fund to your e-trade DC & can withdraw cash from any of the Visa ATMs located in India in no-time ,the charge will be only 1.5% which is still lower than the 2.5% charge of PayPal for currency exchange.

    03.You can transfer your fund from US PayPal to Indian bank by xoom without any hesitation. Sometimes xoom don't allow you to transfer fund from your Indian PayPal to Indian bank since it is against RBI rules, but you can surely transfer fund from US PayPal to Indian bank.

    The site gives good information on how to open your etrade bank account, but this is not for Asians or Indians. Their branch for Asia is located at Hong-Kong so you need to send your form to the Hong-Kong branch not the US branch. The form is also somewhat different. You can d/l both forms from their website & most important thing is US address. I can't understand what is the requirement to spend $23 behind getting a US address. You can open your US PayPal a/c without having a valid or full US address. e.g. you can just open your US PayPal a/c with an address like Green Park, Richmond, Virginia, US, 23294 That's it. You will never try to issue a check to the address you are going to provide while opening a US PayPal a/c since you always get your money by wire transfer once you get your e-trade a/c. Now suppose for any reason PayPal will limit your account you will not be able to prove your address by any id proof if you use some incomplete or fake US address, but the same also applies to the US address you will get from the third party website by spending $23 !!! So what is the need to get a US address if you want to use it only for your US PayPal ? If you are about to get some important letters then only you need to have US address but this is not the case with PayPal.

    And if you still want a US address the better option is http://usapostman.com/
    Which gives you the same service for one time setup fees of $3 & after that $2/month. They will send you the letters by email &/or fax so no forwarding charges are there. Couple of my friends are using them & one of my friend is also using it for getting some confidential letters from US also. So seems to be a legitimate service provider so far.

    But if you open a US Paypal and open it from india then wont paypal find that and freeze our account. I heard that they freeze any account that is opened from one country and operates from other. They seem to check the IP address very seriously.

    mafostedu instead of getting indian cc .better open e-trade account at hong kong.deposit money and get their debit card,verify paypal with that card and withdraw money using xoom.:)

    Well then, It will take about 2-3 months to get your e-trade DC.

    7-10 days to reach your application to e-trade,
    10-15 days to get your account no. by email
    only after getting your a/c no. you can deposit money to your e-trade.
    & if you don't have an Indian PayPal the only safest source for funding your e-trade is the wire transfer from your Indian bank which may be costly (just ask your bank the cost of wire transfer to US bank, I guess it's minimum $25/transaction with ICICI bank.) So in this case you will prefer to deposit by cheque which will again take 7-10 days to reach to their Hong-Kong branch & another 7-10 days for clearing.
    Once you fund your e-trade a/c you can see a option to request for cheque book & DC in your online a/c. Which takes about a week to appear.

    Finally when you apply for e-trade DC it will take about 25-30 days to arrive in US mail with your Name embossed on it. You can request to send them DC by express mail in 7-10 days but they will charge you $20 for that special delivery method & also you need to call them for this option.

    Conclusion is either you will have to spend $40-$50 to get your DC earliest in one & half month or have to wait for 2.5 - 3 months. After that only you can open your US paypal a/c & get it verified.

    Instead of that it's better to ask any one else who is already having a verified PayPal to fund your e-trade a/c once you get your a/c no. with a minimum amount say with $2 or so.

    In my case it will cost as follows,

    INR 25/- Get the print out of 5 Pages of forms,
    INR 51/- Register AD to submit forms to e-trade Hong-Kong branch,
    USD 2/- To make first deposit to your e-trade from Indian PayPal

    So the total cost is less than INR 200/-

    If you want your DC by express mail then only they will charge you $20, with their regular mail delivery it takes 25-30 days to arrive in mail & it is free.

    e-trade a/c is free for the first year, from the second year they will charge you quarterly $40 if you don't do any trading with your a/c.

    To get the forms go to e-trade website & download their forms for Asia Pacific Region. Plus a W-8 form for non-US Tax payers. Get print out of all forms fill them up & submit them with your passport, preferably by register AD to e-trade hong-kong branch.

    what is AD?and where i have to apply and give me the address of e-trade's asia branch address so that i can send my application.i don't have passport can i give any government issued identity card(like voter id)?:confused:

    AD never stand alone laxmi :p He said Register-AD which means a form of postal delivery. Go and ask any post office for this terms (Regiser AD) ;)
