If you check the details of the transaction, it should show how the transaction was funded, either by Paypal Funds, Credit Card or eChecks. Look for the section 'Payment Type', for example, it is 'Instant' then it is Paypal funds.

Your personal account probably got limited because you used it for a business purpose. A Premier Account is like a Business Account except that it is for use by a private individual who wants to sell through Paypal.
